Ukraine today faces a double crisis — demographic and energy. We are losing people not only physically, but also functionally: through illness, burnout, stress, loss of meaning and resourcefulness. According to data from Advanter Group and the Ukrainian Institute for the Future, 86% of citizens experience a deterioration in their mental state, and the population’s energy level has decreased by more than a third from the pre-war level.
This means that without restoring human capital, economic recovery is impossible. A person, his or her working capacity and resilience are a new macroeconomic factor of development.

Ukraine has all the ingredients to create its own model of longevity — science, medical expertise, digital technologies, education, and motivation. Now it needs to be brought together into a single state system.

The full-scale war became not only a test, but also a catalyst for the creation of a new health system. Ukrainians lose not only physical strength, but also mental energy every day. After 2022, doctors and rehabilitators will be contacted not only by the wounded, but also by people with complete exhaustion: hormonal, energetic, psychological. In these conditions, Age Management has become not an alternative to rehabilitation, but its reinforcement.

Education as the Engine of Preventive Healthcare

If the state is a strategy for longevity, then education is its foundation. Without new thinking of a doctor, teacher, manager, and official, it is impossible to build a preventive health system. Therefore, education in Age Management is not an optional, but a mandatory part of the future humanitarian policy of Ukraine.

To prepare the White Paper 2025, the AM SUMMIT 2025 team commissioned special research in partnership with Amelin Strategy and the Ukrainian Institute for the Future (UIF). The goal is to quantitatively show the price Ukraine pays for inaction and the economic potential that investments in preventive medicine open up.
The results were first presented on the summit stage and became the analytical basis of this document.

The health insurance model in Ukraine needs a radical update. Today, insurance companies spend resources on treating the consequences, instead of investing in prevention and early detection. The result is that the system is operating “in the red”, tariffs are growing, and diseases are not decreasing.
At AM SUMMIT 2025, experts proved: insurance and prevention are not rivals, but partners. It is their cooperation that forms the economic model of longevity — when every hryvnia invested in prevention reduces the burden on the insurance system several times.
